The Legacy of the St. Imier Congress

This September 15th marks the 150th anniversary of the St. Imier Congress in Switzerland, when delegates representing sections of the International Workingmen’s Association reconstituted the International along anti-authoritarian lines, following the expulsion of Michael Bakunin and James Guillaume from the International at the behest of Marx and Engels at the Hague Congress on September 7, 1872. The St. Imier Congress and the Birth of Revolutionary Anarchism

The September 1872 St. Imier Congress of federalist and anti-authoritarian sections and federations of the International Workingmen’s Association (the “IWMA”), otherwise known as the “First International,” marks a watershed moment in the history of socialism and anarchism.

Just over a week earlier, at the Hague Congress of the International (September 2 – 7, 1872), Karl Marx and Friedrich Engels had engineered the expulsion of Michael Bakunin and James Guillaume from the International on trumped up grounds, and then had the General Council of the International transferred from London to New York, despite the General Council having been granted increased powers to ensure ideological uniformity. The Hague Congress had also passed a resolution mandating the formation of national political parties for the purpose of achieving political power.

While Marx and Engels’ allies at the Hague Congress, notably the French Blanquists (followers of Auguste Blanqui, a radical French socialist who advocated revolutionary dictatorship), had supported the expulsions of Bakunin and Guillaume, they were taken by surprise when Marx and Engels succeeded in transferring the executive power of the International, the General Council, to New York, and had quit the International in disgust. The New York based “International” quickly became an irrelevant rump.

Much to the surprise and consternation of Marx and Engels, far from neutralizing the federalist and anarchist elements of the International through the expulsion of Bakunin and Guillaume and the transfer of the General Council to New York, these actions helped solidify support for a reconstituted International that embraced federalist principles and rejected centralized power.

A majority of the International’s sections and federations did not support the resolutions of the Hague Congress. Barely a week after the Hague Congress, several of them held their own congress in St. Imier, Switzerland, where they reconstituted the International independent of the shell organization now controlled by Marx and Engels through the General Council.

The opponents of the Marxist controlled International were united in their opposition to the concentration of power in the General Council, regardless of whether the Council sat in London or New York. They also shared a commitment to directly democratic federalist forms of organization. Some were completely opposed to the formation of working class political parties to achieve state power, while others were opposed to making that a mandatory policy regardless of the views of the membership and local circumstances. The reconstituted anti-authoritarian wing of the International was to have anarchist, syndicalist and, for a time, reformist elements.

The St. Imier Congress began on September 15, 1872, just eight days after the Hague Congress. It was attended by delegates from Spain, France, Italy and Switzerland, including Guillaume and Adhémar Schwitzguébel from Switzerland; Carlo Cafiero, Errico Malatesta, Giuseppi Fanelli, and Andrea Costa from Italy; Rafael Farga-Pellicer and Tomás González Morago from Spain; and the French refugees, Charles Alerini, Gustave Lefrançais, and Jean-Louis Pindy.  Bakunin, although living in Switzerland, attended as an Italian delegate.

A “regional” congress of the Swiss Jura Federation was held in conjunction with the “international” congress, with many of the same delegates, plus members of the Slav Section, such as Zamfir Arbore (who went under the name of Zemphiry Ralli) and other French speaking delegates, including Charles Beslay, an old friend of Proudhon’s who went into exile in Switzerland after the brutal suppression of the Paris Commune in 1871. 

Virtually all of the participants were either anarchists or revolutionary socialist federalists, and many of them went on to play important roles in the development of anarchist and revolutionary socialist movements in Europe.

The assembled delegates adopted a federalist structure for a reconstituted International (or the “anti-authoritarian International”), with full autonomy for the sections, declaring that “nobody has the right to deprive autonomous federations and sections of their incontrovertible right to decide for themselves and to follow whatever line of political conduct they deem best.” For them, “the aspirations of the proletariat can have no purpose other than the establishment of an absolutely free economic organization and federation, founded upon the labour and equality of all and absolutely independent of all political government.” Consequently, turning the Hague Congress resolution regarding the formation of political parties for the purpose of achieving political power on its head, they proclaimed that “the destruction of all political power is the first duty of the proletariat.”

With respect to organized resistance to capitalism, the delegates to the St. Imier Congress affirmed their position that the organization of labour, through trade unions and other working class forms of organization, “integrates the proletariat into a community of interests, trains it in collective living and prepares it for the supreme struggle,” through which “the privilege and authority” maintained and represented by the State will be replaced by “the free and spontaneous organization of labour.”

While the anti-authoritarian Internationalists entertained no illusions regarding the efficacy of strikes in ameliorating the condition of the workers, they regarded “the strike as a precious weapon in the struggle.” They embraced strikes “as a product of the antagonism between labour and capital, the necessary consequence of which is to make workers more and more alive to the gulf that exists between the bourgeoisie and the proletariat,” bolstering their organizations and preparing them “for the great and final revolutionary contest which, destroying all privilege and all class difference, will bestow upon the worker a right to the enjoyment of the gross product of his labours.”

Here we have the subsequent program of anarcho-syndicalism: the organization of workers into trade unions and similar bodies, based on class struggle, through which the workers will become conscious of their class power, ultimately resulting in the destruction of capitalism and the state, to be replaced by the free federation of the workers based on the organizations they created themselves during their struggle for liberation.

The resolutions from the St. Imier Congress received statements of support from the Italian, Spanish, Jura, Belgian and some of the English speaking American federations of the International, with most of the French sections also approving them.  In Holland, three out of the four Dutch branches sided with the Jura Federation and the St. Imier Congress.  The English Federation, resentful of Marx’s attempts to keep it under his control, rejected “the decisions of the Hague Congress and the so-called General Council of New York.”  While the longtime English member of the International, John Hales, did not support revolution, he advised the Jura Federation that he agreed with them on “the principle of Federalism.”  At a congress of the Belgian Federation in December 1872, the delegates there also repudiated the Hague Congress and the General Council, supporting instead the “defenders of pure revolutionary ideas, Anarchists, enemies of all authoritarian centralisation and indomitable partisans of autonomy.”

However, there was a tension in the resolutions adopted at the St. Imier Congress. On the one hand, one resolution asserted the “incontrovertible right” of the International’s autonomous federations and sections “to decide for themselves and to follow whatever line of political conduct they deem best.” On the other hand, another resolution asserted that “the destruction of all political power is the first duty of the proletariat.”

The resolution regarding the autonomy of the federations and sections in all matters, including political action, was meant to maintain the International as a pluralist federation where each member group was free to follow their own political approach, so that both advocates of participation in electoral activity and proponents of revolutionary change could co-exist.

However, the call for the destruction of all political power expressed an anarchist position. The two resolutions could only be reconciled if the destruction of political power was not necessarily the “first duty of the proletariat,” but could also be regarded as a more distant goal to be achieved gradually, along with “the free and spontaneous organization of labour.”

The tension between these two resolutions continued to exist within the reconstituted International for several years. James Guillaume supported political pluralism within the International and sought to convince some of the sections and federations that had gone along with Marx, such as the Social Democrats in Germany, to rejoin the anti-authoritarian International, and to keep the English Internationalists who had rejected Marx’s centralist approach, such as Hales, within the reconstituted International.

Although the German Social Democrats never officially joined the reconstituted International, two German delegates attended the 1874 Brussels Congress. English delegates attended both the September 1873 Geneva Congress and the September 1874 Brussels Congress, where there was an important debate regarding political strategy, including whether there was any positive role for the state.

The Geneva Congress in September 1873 was the first full congress of the reconstituted International.  It was attended by delegates from England, France, Spain, Italy, Holland, Belgium and Switzerland. The English delegates, John Hales and Johann Georg Eccarius (Marx’s former lieutenant), had been members of the original International. They were interested in reviving the International as an association of workers’ organizations, and in disavowing the Marxist controlled General Council and International that had been transferred by Marx and Engels to New York. They had not become anarchists, as Hales made clear by declaring anarchism “tantamount to individualism… the foundation of the extant form of society, the form we desire to overthrow.” Accordingly, from his perspective, anarchism was “incompatible with collectivism” (a term which at the time was synonymous with socialism). 

The Spanish delegate, José Garcia Viñas, responded that anarchy did not mean disorder, as the bourgeois claimed, but the negation of political authority and the organization of a new economic order. Paul Brousse, a French refugee who had recently joined the Jura Federation in Switzerland, agreed, arguing that anarchy meant the abolition of the governmental regime and its replacement by a collectivist economic organization based on contracts between the communes, the workers and the collective organizations of the workers, a position that can be traced back to Proudhon.

Most of the delegates to the Congress were anti-authoritarian federalists, and the majority of them were clearly anarchist in orientation, including “Farga-Pellicer from Spain, Pindy and Brousse from France, Costa from Italy, and Guillaume and Schwitzguebel from Switzerland.”  Also within the anarchist camp were Garcia Viñas from Spain, who was close to Brousse, Charles Alerini, a French refugee now based in Barcelona associated with Bakunin, Nicholas Zhukovsky, the Russian expatriate who remained close to Bakunin, François Dumartheray (1842-1931), another French refugee who had joined the Jura Federation, Jules Montels (1843-1916), a former provincial delegate of the Commune who was responsible for distributing propaganda in France on behalf of the exiled group, the Section of Revolutionary Socialist Propaganda and Action, and two of the Belgian delegates, Laurent Verrycken and Victor Dave.

The American Federal Council sent a report to the Congress, in which it indicated its support for the anti-authoritarian International. The Americans were in favour of freedom of initiative for the members, sections, branches and federations of the International, and agreed with limiting any general council to purely administrative functions. They felt that it should be up to each group to determine their own tactics and strategies for revolutionary transformation. They concluded their address with “Long live the social revolution! Long live the International.”

At the 1873 Geneva Congress, it was ultimately agreed to adopt a form of organization based on that followed by the Jura Federation, with a federal bureau to be established that “would be concerned only with collecting statistics and maintaining international correspondence.” As a further safeguard against the federal bureau coming to exercise authority over the various sections and branches, it was to “be shifted each year to the country where the next International Congress would be held.”

The delegates continued the practice of voting in accordance with the mandates that had been given to them by their respective federations. Because the International was now a federation of autonomous groups, each national federation was given one vote and the statutes were amended to explicitly provide that questions of principle could not be decided by a vote. It was up to each federation to determine its own policies and to implement those decisions of the congress that it accepted.

Eccarius also attended the next Congress in Brussels in September 1874 as the English delegate. He and the two German delegates remained in favour of a workers’ state and participation in conventional politics, such as parliamentary elections.

The most significant debate at the Brussels Congress was the one over public services. César De Paepe, on behalf of the Belgians, argued that if public services were turned over to the workers’ associations, or “companies,” the people would simply “have the grim pleasure of substituting a worker aristocracy for a bourgeois aristocracy” since the worker companies, “enjoying a natural or artificial monopoly… would dominate the whole economy.” Neither could all public services be undertaken by local communes, since “the most important of them,” such as railways, highways, river and water management, and communications, “are by their very nature fated to operate over a territory larger than that of the Commune.” Such intercommunal public services would therefore have to be run by delegates appointed by the federated communes. De Paepe claimed that the “regional or national Federation of communes” would constitute a “non-authoritarian State… charged with educating the young and centralizing the great joint undertakings.”

However, De Paepe took his argument one step further, suggesting that “the reconstitution of society upon the foundation of the industrial group, the organization of the state from below upwards, instead of being the starting point and the signal of the revolution, might not prove to be its more or less remote result… We are led to enquire whether, before the groupings of the workers by industry is sufficiently advanced, circumstances may not compel the proletariat of the large towns to establish a collective dictatorship over the rest of the population, and this for a sufficiently long period to sweep away whatever obstacles there may be to the emancipation of the working class. Should this happen, it seems obvious that one of the first things which such a collective dictatorship would have to do would be to lay hands on all the public services.” 

De Paepe’s position was opposed by several delegates, including at least one of the Belgians, Laurent Verrycken. He spoke against any workers’ state, arguing that public services should be organized by “the free Commune and the free Federation of communes,” with the execution of the services being undertaken by the workers who provided them under the supervision of the general association of workers within the Commune, and by the Communes in a regional federation of Communes. Farga Pellicer (“Gomez”), on behalf of the Spanish Federation, said that “for a long time they had generally pronounced themselves in favour of anarchy, such that they would be opposed to any reorganization of public services that would lead to the reconstitution of the state.” For him, a “federation of communes” should not be referred to as a “state,” because the latter word represented “the political idea, authoritarian and governmental,” as De Paepe’s comments regarding the need for a “collective dictatorship” revealed. 

The most vocal opponent of De Paepe’s proposal was Schwitzguébel from the Jura Federation. He argued that the social revolution would be accomplished by the workers themselves “assuming direct control of the instruments of labor;” thus, “right from the first acts of the Revolution, the practical assertion of the principle of autonomy and federation… becomes the basis of all social combination,” with “all State institutions,” the means by “which the bourgeoisie sustains its privileges,” foundering in the “revolutionary storm.” With “the various trades bodies” being “masters of the situation,” having “banded together freely for revolutionary action, the workers will stick to such free association when it comes to organization of production, exchange, commerce, training and education, health, and security.”

On the issue of political action, the Belgian delegates to the Brussels Congress continued to advocate working outside of the existing political system, albeit partly because they did not yet have universal suffrage in Belgium. Nevertheless, they claimed they did not expect anything from the suffrage or from parliament, and that they would continue to organize the workers into the trades bodies and federations through which the working class would bring about the social revolution, revealing that, as a group, the Belgian Federation did not yet share De Paepe’s doubts that the free federation of the producers would not be the means, but only the result, of a revolution.

The French delegate indicated that the French Internationalists remained anti-political, seeking to unite the workers “through incessant propaganda,” not to conquer power, but “to achieve the negation of all political government,” organizing themselves for “the true social revolution.” 

The Congress ultimately declared that it was up to each federation and each democratic socialist party to determine for themselves what kind of political approach they should follow.  Nevertheless, it is fair to say that as of September 1874, the majority of the anti-authoritarian International continued to embrace an anarchist or revolutionary syndicalist position. At the end of the 1874 Brussels Congress, the delegates issued a manifesto confirming their commitment to collectivism, workers’ autonomy, federalism and social revolution; in a word, nothing less than the original goal of the International itself: “the emancipation of the workers by the workers themselves.”

By the time of the October 1876 Bern Congress, the English had ceased participating in the anti-authoritarian International. The debate over the “public service” state continued, with De Paepe now openly advocating that the workers “seize and use the powers of the State” in order to create a socialist society.  Most of the delegates rejected De Paepe’s position, including Guillaume and Malatesta. 

Malatesta argued for “the complete abolition of the state in all its possible manifestations.”  While Guillaume and some of the other veteran anti-authoritarians liked to avoid the “anarchist” label, Malatesta declared that “Anarchy, the struggle against all authority … always remains the banner around which the whole of revolutionary Italy rallies.”  Both Malatesta and Guillaume made clear that in rejecting the state, even in a “transitional” role, they were not advocating the abolition of public services, as De Paepe implied, but their reorganization by the workers themselves. 

In September 1877, the anti-authoritarian International held a congress in Verviers, Belgium, which was to be its last. Guillaume and Peter Kropotkin, now a member of the Jura Federation, attended from Switzerland. The French refugees, Paul Brousse and  Jules Montels, also attended. In addition, there were Garcia Viñas and Morago from Spain. Otto Rinke and Emil Werner, both anarchists, “represented sections in both Switzerland and Germany, while there was a strong delegation from the Verviers region, the last stronghold of anarchism in Belgium.”  Costa represented Greek and Egyptian socialists who were unable to attend, as well as the Italian Federation. 

De Paepe did not attend the Congress, as he was preparing for his rapprochement with social democracy and parliamentary politics at the World Socialist Congress that was about to begin in Ghent. In anticipation of the Ghent Congress, the delegates to the Verviers Congress passed several resolutions emphasizing the limited bases for cooperation between the now predominantly anarchist oriented anti-authoritarian International and the social democrats. For the Verviers delegates, collective property, which they defined as “the taking of possession of social capital by the workers’ groups” rather than by the State, was an immediate necessity, not a “far-off ideal.” 

On the issue of political action, the delegates indicated that class antagonism could not be resolved by government or some other political power, but only “by the unified efforts of all the exploited against their exploiters.” They vowed to combat all political parties, regardless of “whether or not they call themselves socialists,” because they did not see electoral activity as leading to the abolition of capitalism and the state. While the majority of the delegates therefore supported anti-parliamentary socialism, none of the policies endorsed at the congresses of the reconstituted International were binding on the International’s member groups, who remained free to adopt or reject them.

With respect to trade union organization, the delegates confirmed their view that unions that limit their demands to improving working conditions, reducing the working day and increasing wages, “will never bring about the emancipation of the proletariat.” Trade unions, to be revolutionary, must adopt, “as their principal goal, the abolition of the wage system” and “the taking of possession of the instruments of labour by expropriating them” from the capitalists.

Unsurprisingly, despite Guillaume’s hopes for reconciliation between the social democratic and revolutionary anarchist wings of the socialist movement, no such reconciliation was reached at the Ghent Congress, or at any subsequent international socialist congresses, with the so-called “Second International” finally barring anarchist membership altogether at its 1896 international congress in London.

Despite the formal position taken at the St. Imier Congress regarding the freedom of each member group of the reconstituted International to determine its own political path, reaffirmed at the 1873 Geneva Congress, because the majority of the delegates to the anti-authoritarian International’s congresses, and its most active members, were either anarchists or revolutionary socialists opposed to participation in electoral politics, it was not surprising that eventually those in favour of parliamentary activity would find other forums in which to participate, rather than continuing to debate the issue with people who were not committed to an electoral strategy.

Only a minority of member groups in the reconstituted International ever supported or came to support a strategy oriented toward achieving political power – the English delegates, a few of the German delegates who did not officially represent any group, and then a group of Belgians, with the Belgian Federation being split on the issue. Other than the debate on the “public service state,” which again only a minority of delegates supported, most of the discussions at the reconstituted International’s congresses focused on tactics and strategies for abolishing the state and capitalism through various forms of direct action, in order to achieve “the free and spontaneous organization of labour” that the St. Imier Congress had reaffirmed as the International’s ultimate goal.

For example, there were ongoing debates within the reconstituted International regarding the role and efficacy of strikes and the use of the general strike as a means for overthrowing the existing order. Any kind of strike activity had the potential to harm the electoral prospects of socialist political parties, an issue that had arisen in the Swiss Romande Federation prior to the split in the original International. Once the focus becomes trying to elect as many socialist or workers’ candidates as possible to political office in order to eventually form a government, the trade unions and other workers’ organizations are then pressured to tailor their tactics to enhance the prospects of the political parties’ electoral success. Both the immediate and long term interests of the workers become subordinate to the interests of the political parties.

After socialist parties were established in western Europe in the 1880s, and workers began to see how their interests were being given short shrift, there was a resurgence in autonomous revolutionary trade union activity, leading to the creation of revolutionary syndicalist movements in the 1890s. Some of the syndicalist organizations, such as the French Confédération Générale du Travail (CGT), adopted an “apolitical” stance, similar to the official stance of the reconstituted International. The CGT was independent of the political parties but members were free to support political parties and to participate in electoral activities, just not in the name of the CGT. Independence from the political parties was an essential tenet of the original CGT, so that it could pursue its strategy of revolutionary trade union organization and direct action unimpeded by the demands and interests of the political parties.

It is not fair to hold the anarchists and anti-parliamentary revolutionary socialists in the reconstituted International responsible for the exit of the groups that had decided to focus on electoral activity. The majority of the Belgian Internationalists would have changed their strategy from supporting an international federation of autonomous workers’ organizations to supporting the Belgian Socialist party regardless of the refusal of the anarchist and revolutionary socialist members of the reconstituted International to agree with such an approach.

The majority of those who chose to remain active in the reconstituted International based on the resolutions adopted at the St. Imier Congress believed above all that the International should not only remain independent of the socialist political parties, but that the International should continue to pursue its goal of achieving “the free and spontaneous organization of labour” through the workers’ own autonomous organizations, free of political interference and control. For those who chose instead to throw their lot in with the political parties, there really wasn’t much reason for them to remain involved in such an organization, even though there was no formal bar to their continued membership and participation. It was simply time for them to part ways.

Gerrard Winstanley on Power – Real and Imagined

Gerrard Winstanley (1609-1676) first began publishing radical religious pamphlets in 1648, during the latter half of the English Revolution and Civil Wars. In January 1649, around the time of the execution of Charles I by the English Parliament, he published his first explicitly political pamphlet, The New Law of Righteousness (excerpted in Volume One of Anarchism: A Documentary History of Libertarian Ideas). A few months later, he put his ideas into action. He and a group of like-minded people, who came to be called the Diggers, sought to reclaim “waste” (unoccupied) lands at St. George’s Hill in Surrey, England, and to create an agrarian, libertarian communist settlement. They were eventually run out of the area by hostile land owners, moving to Cobham Heath, where they were able to maintain a new settlement until they were again run off the land in April 1650. About a month beforehand,, Winstanley published one of his most anarchistic pamphlets, Fire in the Bush. Here, I provide an analysis of Winstanley’s pamphlet, which contains noteworthy parallels to the writings of Cornelius Castoriadis in the late 20th century.

From The Anarchist Current: A History of Anarchist Ideas – Gerrard Winstanley, Digger and Anarchist

Fire in the Bush, published in March 1650, was one of Winstanley’s last political writings before the Digger experiment was forcibly ended. In it, Winstanley develops an analysis of the psychopathology of hierarchical societies. He argues that in addition to the kingly powers that hold the people in bondage – coercive government, the legal system, private property and the ideological apparatus (the Church and universities) – there is another that dwells within us all: the “imaginary self ruling in man’s heart.” [Hill, page 235]

Just as the “Kingdom of Heaven,” or “universal love, or pure knowledge,” lies within everyone, so does the “selfish imaginary power […] of darkness,” which seeks fulfilment in things outside of the self, like wealth and power. [Hill, pp. 218, 221] Through the power of imagination, people deceive themselves into thinking that they could achieve happiness if only they had more wealth, more power, more pleasure. But this just leads to conflict, as each person seeks their own satisfaction at the expense of others, jealous of their power and possessions, and envious of other’s. They mistake good for evil, and evil for good, judging things in terms of whether they are for their own benefit or to their disadvantage. [Hill, pp. 220 – 221] The selfish imagination fills people with “fears, doubts, troubles, evil surmisings and grudges,” stirring up “wars and divisions,” as each person seeks more power, more riches and more pleasures. [Hill, page 221]

This way of thinking lies at the root of all “power, authority and government.” [Hill, pp. 223 -224] It “makes men envy, censure and destroy one another; and to take pleasure in none but what pleases self.” People seek power over others to stop them from having power over them. Man “will oppress others, lest others oppress him; and fears he shall be in want hereafter: therefore he takes by violence that which others have laboured for.” [Hill, page 226]

While earlier Christians, such as Pelagius, had pointed to the futility of seeking spiritual fulfilment through the satisfaction of earthly ambitions and desires, Winstanley expressly ties this avaricious psychology to the emergence of hierarchical societies and authoritarian institutions, like the church and the state.

Rather than seeing government as the only means of escaping the war of all against all (the so-called “state of nature”), as Thomas Hobbes did, Winstanley sees coercive government as the institutionalization of the state of nature, leading to the perpetuation of violence, domination, exploitation and conflict, instead of their supersession. The kingly powers create, rather than prevent, “divisions and war.” Winstanley makes the point that it is inaccurate therefore to describe the condition of social conflict that results in the creation of dominating institutions as a state of nature, for it is “nature or the living soul” that is held “in bondage” by the selfish imaginary power that is incarnated in these institutions. [Hill, page 268]   

The power of authoritarian institutions is ultimately based on an internalized ideological conceptualization of the self and society. People create their own imaginary chains that bind them to a society of domination. Winstanley’s social psychology of domination provides an explanation for the voluntary obedience to authority that de la Boétie found so perplexing.

Winstanley’s notion of the “selfish imaginary power” foreshadows, in a strikingly modern way, Cornelius Castoriadus’ concept of the “social imaginary.” For Winstanley, the various manifestations of the “kingly powers” are concrete expressions of a shared imaginary conception of social life as a competitive struggle for status. Similarly, Castoriadis argues that there is an “originary psychical core” that “we carry within us and which always dreams, whatever our age, of being all-powerful and at the center of the world.” [Castoriadis, Philosophy, Politics, Autonomy (New York: Oxford University Press, 1991), page 135.]

Unlike Castoriadis, however, Winstanley conceives of the “selfish imaginary power” as something entirely negative. He contrasts it with the “righteous spirit” of truth that each must find within themselves, the basis of “true community,” which makes “every one to seek the preservation and peace of others as of themselves,” no longer seeking fulfilment through the “outward objects” of prestige, status, power and property with which Satan tempts us. [Hill, page 222] Winstanley retains the radical Christian notion of the “kingdom of heaven within,” the spirit of Christ that “will have all saved.” [Hill, page 222] He straddles a more traditional religious conception of reality and a more modern conception of social transformation, through a process of self and social (re)creation, that nevertheless remains steeped in Christian imagery.

For Castoriadis, the social imaginary is not just constitutive of existing heteronomous social forms. The social imaginary has a radical aspect to it that provides a basis for creating collective autonomy. The “radical imaginary” allows for “the emergence of something new” that transcends the “underlying imaginary significations” of existing institutions. [Castoriadis, Vol. 1, pp. 30 – 31] The object of politics is not to achieve any particular end state, but “the instauration of a state of affairs in which man as a social being is able and willing to regard the institutions that rule his life as his own collective creations” that are in state of “perpetual” transformation and “renewal.” [Castoriadis, Vol. 1, page 31] This is a variation of the concept of “permanent revolution” first articulated by 19th century anarchists, whereas Winstanley’s view of social change retains an element of Christian eschatology, as he foresees the attainment of a “new Jerusalem” where all will “live in peace and rest.” [Hill, pp. 222 – 223]

But Winstanley and Castoriadis share the view that social and personal transformation must go hand in hand. For Winstanley, a libertarian communist society requires not only the abolition of the kingly powers, but a new way of relating to the world and to each other. People must attain a state of inner contentment and enlightenment in order to deliver themselves “from that bondage within,” so that they no longer seek fulfillment through greater riches and status. [Hill, page 271] Castoriadis argues in a like vein that “the conditions that make it possible for” a self-instituting society “to function have to be incorporated in a certain fashion into our social organization as well as into the organization of individuals’ psyches.” [Vol. 1, page 34]

Both Winstanley and Castoriadis extoll the virtues of an inner freedom. For Castoriadis, this is the ability to put a society’s “own imaginary into question.” Not only is “the mere absence of censure or repression” not enough to achieve this, it is sometimes easier to do “under tyrannical regimes” than “under apparently liberal regimes,” because the repressive imaginaries of tyrannical regimes are more readily apparent. [Vol. 1, pp. 34 – 35] Winstanley expresses similar views, writing that even “if I were in prison without,” I can still achieve “freedom within.” [Hill, page 229] The main difference between Castoriadis and Winstanley on this point is that, for Castoriadis, the process of putting social imaginaries into question is a never-ending one, whereas Winstanley looks forward to a time when people are able to achieve both inner and outer peace and freedom.

However, unlike many other radical Christians and “antinomians,” Winstanley does not substitute for the kingly powers a power within that will ensure obedience to God’s will under threat of supernatural sanctions. Winstanley’s vision of an anarchist arcadia does not require that everyone carry a gendarme in their breast. While Winstanley would have agreed with Max Stirner that people’s actions are governed, to a certain extent, by “spooks” in their heads, for Winstanley the biggest spook is the selfish imaginary power, the very egoism that Stirner put at the centre of his philosophy.

It is in Fire in the Bush that Winstanley comes closest to proclaiming himself an anarchist. He poses the question that if what he says is true, then this “will destroy all government and all our ministry and religion,” answering yes, that when people find the kingdom of God within them, “all rule and all authority and all power” will have been put down. [Hill, page 243] The kingly powers “must be shaken to pieces.” [Hill, page 233 – 234] True “magistracy” is not the magistracy of the sword, but reason, truth, and ethics. It is not the power of the sword, but the power of love, that will bind people together, instead of making them enemies of one another. [Hill, pp. 244 – 245]

Winstanley’s anarchist writings of 1649 – 1650 remain a remarkable achievement. His critique of existing English institutions, the market economy, private property, wage labour, and other elements of the “agrarian capitalism” that was being consolidated in England, was unparalleled for its time. [Meikson Woods, Liberty and Property, page 280] So was his analysis of the inter-relationships between economic and political power, hierarchy and domination, and the social psychology that sustained and promoted the hierarchical social, economic and political structures and relations under which the English people then laboured.

The CNT, the CGT and the IWA-AIT

My previous posts on the splits within the Spanish CNT and the split between the CNT and the IWA-AIT (International Workers’ Association) have been generating a lot of traffic in the wake of the CNT organized “Bilbao” conference (November 26 – 27, 2016, which ended up being held in Barakaldo), and the recent IWA-AIT congress in Poland (December 2 – 4, 2016). Reports regarding the Barakaldo conference have so far been very sketchy. Delegates from the CNT National federation and its current affiliates met with delegates from the German FAU, the Italian USI and other syndicalist organizations, with observers from groups like the IWW (Industrial Workers of the World). While it does not appear that they have yet created their own version of the IWA-AIT, as was their stated intention, at the IWA-AIT Congress it was decided to expel the CNT national organization and affiliates, while allowing CNT groups that have split with the CNT National organization, or which themselves have been “disaffiliated” by the CNT, to remain part of the IWA-AIT. The FAU and USI were also expelled.

One of the most difficult things to decipher in this debacle is what is actually generating this split in what remains of the international anarcho-syndicalist movement. The CNT complains that the IWA-AIT’s current structure gives tiny affiliates that are not even functioning trade unions equal votes with much larger groups that continue to act as revolutionary trade unions. The IWA-AIT suggests that the CNT and the other groups are moving away from an anarcho-syndicalist approach towards a more reformist form of revolutionary syndicalism, which is not even necessarily committed to the abolition of the state. Given these competing claims, it is unclear regarding what distinguishes the CNT from the Spanish CGT, which split (or was expelled from) the CNT in the early 1980s because of its willingness to adapt to current labour relations regimes, including participation in the state-regulated “works councils” in Spain, which results in the receipt of some state funding. The following is a statement from the CNT regarding the differences between the CNT and the CGT, which predates the split between the CNT and the IWA-AIT. Differences between the CNT and the CGT

With the goal of addressing a series of doubts frequently raised by sympathizers and others interested in our principles, tactics and goals, we believe it would be helpful to briefly lay out some of the differences in working methods and union strategy between the Confederación Nacional del Trabajo (CNT) and the Confederación General del Trabajo (CGT). Quite often workers come to join our union with the mistaken idea that the CNT had disappeared and had been transformed into the CGT. We have also met members of the CGT who are convinced that the CNT no longer exists. Then there are other workers who believe that the two union organizations share the same anarcho-syndicalist strategy.

The first thing we should do before analyzing the basic differences between the two organizations is study their history and how they were founded. UNION ELECTIONS AND WORKS COUNCILS

The union branches constituted by the affiliated workers of the CGT run for union elections and elected delegates can become members of the works council corresponding to the company in question. The union delegate enjoys the advantage of immunity from being fired, as granted by Spain’s Organic Law of Union Freedom (the Ley Orgánica de Libertad Sindical, or LOLS), framed within the model of unitary representation. These privileges are not enjoyed by their fellow workers. They also include maintaining workers who have been “freed up”, that is, workers who are not required to work when the majority of votes and the accumulation of union hours make such a circumstance possible. This means that they are no longer found at their full-time job posts, as they dedicate their time to “strictly union” tasks.

In contrast, the union branch (or section) comprised of workers of the CNT, establishes its own representation in the relevant enterprise and does not run for union elections or take part in works councils. The delegates in the section are elected in the Assembly and their responsibilities can be revoked at any time. Furthermore, they do not have privileges in relation to their fellow workers and do not live from their union activity. The entire body of workers affiliated to the CNT protect themselves mutually and together with the rest of the workers they defend pertinent workplace improvements and the strategy to be followed for each situation. In this way workers feel part and parcel of their own demands and participate actively in advancing them, avoiding delegation and acting directly against the company bosses. Direct action without intermediaries is the premise to be followed, given that an attempt is always made to prioritize union action over any sort of legal option, which is resorted to only for those cases where it is strictly necessary. The respective CNT union committee has a direct connection with the broader activity of the union, with its agreements and union strategy.

STATE GRANTS

Each year the CGT receives an important sum of money from the State. These funds come from grants given in proportion to union representation in those companies where it is active. This quantity is determined by the number of delegates obtained in union elections, that is, of the percentage of “representation” achieved. To give an example, in 2011 the Confederación General del Trabajo (CGT) received a sum of €218,684.29 (see the Official State Bulletin, BOE-A-2011-3079), while in 2012 it received €223,490.65 (see BOE-A-2012-10936).

The CNT, because it does not participate in union elections, totally rejects these grants, wherever they may come from, as is clearly expressed in its Statutes. Financing of the union branches of the CNT is based on self-management and is drawn from membership fees and other sources, as agreed upon by the union Assembly (voluntary and disinterested contributions from members and sympathizers, as well as from dinners, other events and various sources). It does not receive any sum at all from training courses, while all employment training is the responsibility of the CNT Union branch in question. In this way the union is fully autonomous in its decision-making and in the development of its syndicalist activity within any given company.

HIRED SALARIED WORKERS

The CGT has the possibility of hiring salaried workers in its Unions. The federated unions of the CGT have full autonomy for hiring salaried workers in order to fulfill union tasks. The unions of the CGT have on staff various Secretaries hired with contracts that could resemble that of any company. A recent example is that of the Secretary for Social Action serving the Territorial Confederation of the CGT in Madrid, Castile-La Mancha and Estremadura, who was fired by the CGT because his work interfered with his responsibilities as a clerk in the Sanitation Union, which also pertained to the CGT.

The CNT does not have paid posts in its organization. None of the Secretaries of the various Councils has a paid position. The Councils of the CNT are only coordinating organisms, offering external representation and implementing accords agreed upon in the Assemblies of the various branches of the confederation. They do not have decision-making power, but are elected by the members; their posts can be revoked at any time. Members of religious sects and those who have run for positions in any political organization cannot occupy posts in the CNT. This is a way of keeping decision-making capacity inside the Assemblies of the federated unions and ensuring syndicalism is not politicized. The fact of not having salaried workers eliminates internal “power” struggles, as seen in other organizations, so that militant labour as determined by membership manages and develops the union’s own activity.

OTHER CONSIDERATIONS

Apart from the most important differences described above, there are other considerations that make the CNT and the CGT quite different organizations. The CGT, in its Statutes, continues to make a claim for the economic patrimony of the CNT that might correspond to it (Section XI, Art.74), as if that organization could proclaim itself the rightful heir of the Confederación Nacional del Trabajo (CNT). In contrast, the CNT has spent many years making claims to the economic patrimony that had benefited its affiliated workers before it was plundered by the Franco dictatorship. In economic terms the CNT has recovered less than a third of the sum of the confederation’s rightful patrimony.

The CNT is affiliated with the Asociación Internacional de Trabajadores (AIT), which is made up of different organizations active in revolutionary syndicalism throughout the world. There can only be a single affiliate per country, and thus the CGT is not a part of the AIT. This is one of the reasons, as well as the fact that it is not considered a revolutionary organization, given that it receives state funding and participates in the model of corporative delegation made evident by the works councils. The CGT is part of a kind of parallel “International” called the “Red-Black Coordination”, made up of a few reformist unions in Europe whose functionality and union practice is very similar to the CGT.

NOTE:

In this article we have cited a few of the most significant differences found between the two union organizations. We wish to comment that with these clarifications we simply seek to respond to many of the doubts and questions frequently arising amongst sympathizers and others interested in these questions. For this reason we wish to insist that it is not the intention of the CNT to attack or discredit the CGT, and even less so its affiliated members. This information should be read as an analysis, a reminder that our union model fully rejects participation in union elections, works councils and state funding.

A demonstration of what we are insisting upon here can be seen on the overall level of the confederation (throughout the territory of the Spanish State). We collaborate closely with the CGT in various mass campaigns fighting against cutbacks and in favour of social solidarity, understanding that this is the only way to put a halt to attacks against the working class. Even so, each union federation of the CNT, within its respective autonomy, decides in Assembly what organizations and collectives it will work with, and to what degree.

This is my more detailed reply to René Berthier’s defence of his claim that the anarchist movements that emerged in the 1870s from the struggles and debates within the International Workingmen’s Association constituted some kind of break with Bakunin’s revolutionary socialism. My title is a play on Augustin Souchy’s autobiography, Beware Anarchist! A Life of Freedom. Souchy was a German anarcho-syndicalist and anti-militarist. His best known book in English is probably With the Peasants of Aragon, in which he describes the revolutionary collectives in the Aragon region of Spain during the Spanish Civil War.

Recently, René Berthier, or a friend of his, posted on my blog and other anarchist websites some comments directed against two of my recent posts: first, a selection of quotations from Bakunin in which he clearly identifies himself as an anarchist who advocated some form (or forms) of anarchy; and second, Max Nettlau’s 1935 biographical sketch of James Guillaume, in which Nettlau criticizes Guillaume’s claim that the true inheritors of Bakunin’s legacy were the revolutionary syndicalists. One of Nettlau’s main points was that Bakunin never limited himself to advocating syndicalist methods; he also advocated insurrection and the revolutionary commune. To Nettlau, Bakunin’s anarchism was broader than Guillaume’s revolutionary syndicalism, and cannot be reduced to it; although Bakunin’s anarchism contained syndicalist elements, it also contained much more than that.

It is neither “conventional, conservative” nor being “deprived of critical spirit” to criticize Berthier’s revisionist view of Bakunin, and his claim that there is some kind of break, conceptual, tactical or otherwise, between Bakunin and the anarchists who came after him. In fact, it is not even possible to argue that many of these anarchists came after Bakunin — they came with him during the conflicts within the International over the proper direction of European working class movements for self-emancipation. Malatesta clearly comes to mind, as do Reclus, Cafiero, and the Spanish anarchists who fought with Bakunin within the International against the Marxists and Blanquists and, outside of the International, against the bourgeois republicans, the Mazzinians, the neo-Jacobins, the reformists and the state socialists.

Now let’s deal with the Bakunin quotations that Berthier tries to discount in order to support his claim that there was a break between Bakunin’s “revolutionary socialism” and the self-proclaimed anarchist groups and movements of the 1870s (and beyond).

First, he corrects the Maximoff translation of a letter in Italian where Bakunin in fact referred to “anarchy” instead of “anarchism.” Fair enough. Then he emphasizes the use by Bakunin of the word “anarchy” in a negative sense, meaning disorder or chaos. This doesn’t have much bearing on whether Bakunin can be described as an anarchist, or whether the self-proclaimed anarchists of the 1870s advocated something so distinctive from what Bakunin advocated that Berthier can show that there was a “break” between them and Bakunin. Even if Bakunin only advocated “anarchy” in a negative sense, without giving it any positive content, that would still make him some kind of anarchist.

The first problem with the argument regarding Bakunin’s use of the word “anarchy” in a negative sense is that Bakunin regarded anarchy or disorder as something that was inevitable during revolutionary upheavals. Consequently, rather than seeking to suppress anarchy in this sense, as revolutionary governments inevitably sought to do, Bakunin invoked this kind of anarchy as a destructive force that revolutionaries could use to sweep away the existing social order. Anarchy, as destructive force, actually played, or should play, a positive role in the revolutionary process. It is both a destructive and a creative force. One cannot dismiss this aspect of Bakunin’s thought simply by referring to it as “questionable” Hegelian dialectics.

Looking at some of the quotations I relied on, one can see, sometimes in the same passage, how Bakunin refers to anarchy in both a negative and a positive sense, as a destructive and creative force, and as the end result of the revolutionary process. Let’s begin by focusing on three passages that Berthier singles out to show how mistaken I was to rely on them in order to show that Bakunin was an anarchist.

The first is the passage regarding “anarchy,” in the sense of disorder, leading either to enslavement or to the full emancipation of the people (Berthier simply ignores the latter part of the quotation, which I have italicized):

“The lack of a government begets anarchy, and anarchy leads to the destruction of the State, that is, to the enslavement of the country by another State, as was the case with the unfortunate Poland, or the full emancipation of the toiling people and the abolition of classes, which, we hope, will soon take place all over Europe.

Thus, anarchy as a destructive force can destroy a particular state, but that destruction can lead to two diametrically opposed things: it may ultimately result in another state enslaving the country in which the state has been destroyed, as in Poland, or it may lead to something altogether different, the complete emancipation of the people. Because Bakunin sought to avoid the replacement of one state by another, foreign or otherwise, his argument was that revolutionaries should harness the destructive power of anarchy not only to destroy the state but to ensure that the end result was not the reconstitution of the state, but its permanent abolition, the full emancipation of the people and the abolition of classes, a positive form of anarchy.

This is made clear by the second passage Berthier focuses on, the passage that I used as part of the title to my book on the First International and the origins of the anarchist movement:

“We do not fear anarchy, we invoke it. For we are convinced that anarchy, meaning the unrestricted manifestation of the liberated life of the people, must spring from liberty, equality, the new social order, and the force of the revolution itself against the reaction. There is no doubt that this new life—the popular revolution—will in good time organize itself, but it will create its revolutionary organization from the bottom up, from the circumference to the center, in accordance with the principle of liberty, and not from the top down or from the center to the circumference in the manner of all authority.”

Berthier suggests that this quotation constituted a poor choice for the title to my book about the International because in it, Bakunin is supposedly using the word “anarchy” in a purely negative sense, as nothing more than “the chaos following the collapse of a social system.” But if one reads the passage carefully, Bakunin defines “anarchy” as the positive result of the revolutionary upheaval, “the unrestricted manifestation of the liberated life of the people,” not simply the means to create that “liberated life.” “Anarchy,” conceived as the realization of the liberated life of the people, springs from (i.e. is the result of) liberty, equality, the new social order and the force of the revolution itself. Besides lending itself as a catchy title to a book, this passage shows that Bakunin used anarchy in a positive sense to describe the result of a successful revolution, not simply in a more negative sense of either chaos or destructive force.

The third passage is the one where I relied on Maximoff’s translation of “anarchy” into “anarchism.” However, even after making that correction, the passage still constitutes a use by Bakunin of “anarchy” in a more positive sense, not in the sense of “chaos,” as Berthier claims:

“Outside of the Mazzinian system, which is the system of the republic in the form of a State, there is no other system but that of the republic as a commune, the republic as a federation, a Socialist and a genuine people’s republic — the system of Anarchy. It is the politics of the Social Revolution, which aims at the abolition of the State, and the economic, altogether free organization of the people, an organization from below upward, by means of a federation.”

What is the “system of Anarchy” of which Bakunin writes? It is the republic as a socialist commune and federation, the “free organization of the people… from below upward, by means of a federation.” This is a positive form of anarchy. But “anarchy” is also “the abolition of the State,” which is only a negative form of “anarchy” in the sense that destruction is the negation of something existing (the state), but the result is not something negative, either “anarchy” in the sense of chaos or a reconstituted state, but something positive, the federation of socialist communes.

Thus, a close examination of these passages shows that it is Berthier, not me, who “most of the time (not always, though) misinterprets what Bakunin really says.”

Consider also the very title to Bakunin’s last published work, Statism and Anarchy. Surely Bakunin was not arguing that the alternative to Statism was anarchy conceived as disorder, chaos and destruction.

Berthier also claims that “Bakunin felt really uneasy” in using the word “anarchist.” However, at another point he says instead that when Bakunin used the words “anarchy” or “anarchist,” he felt it “necessary to add an explanation, as if the concept was not immediately understandable by the reader.” This latter explanation makes more sense, and does not imply any kind of “uneasiness” on Bakunin’s part. At the time Bakunin wrote these various passages, largely between 1868 and 1873, the only “anarchist” with whom anyone would likely have been familiar would have been Proudhon, who distanced himself from his anarchist stance of the 1840s in his later works, for a variety of reasons (police censorship, pessimism regarding the prospect for positive social change, and so forth).

There were no anarchist movements, nor very many people who identified themselves as anarchists. Anarchist ideas were in the process of development by Bakunin and others. As most people would be unfamiliar with anarchist ideas, and would naturally assume that “anarchy” only meant chaos and disorder, it became necessary for the early revolutionary anarchists, including Bakunin, to explain what they meant when they described themselves as such.

Bakunin first described himself as an anarchist in the Italian paper, Libertà e Giustizia, in September 1867, when he distinguished himself from Pan-Slavists, describing them as “unitarians at all costs, always preferring public order to freedom”; whereas, Bakunin wrote, “I am an anarchist and prefer freedom to public order” (W. Eckhardt, The First Socialist Schism, p. 453, n. 47). And we see in the passages that I cited in my earlier post that Bakunin continued to identify himself as an anarchist in order to distinguish his views from those of his political opponents, whether Pan-Slavists, Blanquists, Marxists, Mazzini or other supporters of some kind of state power.

Since Bakunin’s death, other anarchists have continued to use the label to distinguish themselves from other revolutionaries, citing many of the same grounds cited by Bakunin: preferring freedom to “public order” (see for example Kropotkin’s essay, “Order,” in Words of a Rebel); advocating “anarchy” as both a method and as a goal (Malatesta, in his pamphlet, Anarchy, among many other writings); rejecting any participation in bourgeois politics; rejecting the state, even as a transitional power; rejecting a privileged role for the urban or industrial proletariat; and rejecting government by legislation and the so-called “rule of law.” This is what made these anarchists either Bakunin’s comrades in arms, for those who were his contemporaries, or his ideological successors.

I would like to conclude with some remarks regarding Berthier’s argument that the anarchists of the 1870s broke with Bakunin’s advocacy of a “pluralist” International. While Bakunin certainly opposed the International adopting a compulsory political program, he also lobbied incessantly for his own anarchist program, not to impose it on others, but to convince them to adopt it. His position is illustrated by this quotation from a fragment from the Knouto-Germanic Empire (Oeuvres, Vol. 6, p. 430):

“A political program has value only when, coming out of vague generalities, it determines precisely the institutions it proposes in place of those which it wants to overthrow or reform. Such is the program of Mr. Marx. It is a complete scaffolding of highly centralized and authoritarian economic and political institutions, no doubt sanctioned, like all despotic institutions in modern society, by universal suffrage, but nevertheless subjected to a very strong government, to use the expressions of Mr. Engels, the alter ego of Mr. Marx, the confidant of the legislator.

“But why is it precisely this program that is supposed to be officially introduced, necessarily, in the statutes of the International? Why not the Blanquists? Why not ours? Could it be because Mr. Marx invented it? That is not a reason. Or because the workers of Germany seem to accept it? But the anarchic program is accepted, with very few exceptions, by all the Latin Federations; the Slavs will never accept any other.”

It was around this time that Bakunin wrote the program for the Slav Section of the International in Zurich, which expressly accepted “the Anarchist revolutionary programme,” and called for the “abolition of all States.” There can be no question regarding Bakunin’s role in convincing many Spanish, Italian, Swiss, French and Russian members of the International to adopt an anarchist stance.

Furthermore, it was Bakunin himself who wrote the St. Imier Congress resolutions in September 1872 that:

“the aspirations of the proletariat can have no purpose other than the establishment of an absolutely free economic organization and federation, founded upon the labour and equality of all and absolutely independent of all political government… ”

Therefore, “the destruction of all political power is the first duty of the proletariat,” and “any organization whatsoever of a self-styled provisional and revolutionary political authority for the purpose of ensuring such destruction can be nothing but another fraud, and would be as dangerous to the proletariat as any government now in existence” (reprinted in Volume One of Anarchism: A Documentary History of Libertarian Ideas).

From the outset, the anti-authoritarian International adopted an anti-statist position, making it difficult for any sections allied with Marx to participate, and it was Bakunin who authored the resolutions that helped to create that difficulty (of course, Marx and Engels put pressure on the social democratic Internationalists to boycott the anti-authoritarian International in any event). The resolutions at the 1877 Verviers Congress of the anti-authoritarian International were not really any different in substance from the resolutions Bakunin wrote for the St. Imier Congress five years earlier. The Verviers delegates simply made it clear that in addition to rejecting the state and so-called “revolutionary” government, they also rejected, as had Bakunin himself, the socialist political parties that hoped to achieve political power.

The Belgians who had already moved toward a social democratic position, such as Caesar De Paepe, did not even attend the Verviers Congress, instead choosing to attend the Socialist congress in Ghent. However, in the Verviers region itself, many of the Internationalists continued to support an anarchist approach. The rejection of socialist political parties at the Verviers Congress simply confirmed what was already happening–the Internationalists who had decided to follow the electoral path no longer saw a need for an international association of workers, instead choosing to focus their energies on political activities within their own countries; whereas many of the anarchists who remained in the anti-authoritarian International, such as Malatesta and Kropotkin, continued to see a useful role for the International.

The anarchists did not drive De Paepe and other Belgians out of the International — rather De Paepe and many of the other Belgian Internationalists no longer believed that the International and working class organizations to which its members belonged, from resistance and mutual aid societies to cooperatives and trade unions, formed the “embryo” of the future socialist society. Rather, as De Paepe himself said at the 1874 Brussels Congress of the anti-authoritarian International, “the reconstitution of society upon the foundation of the industrial group, the organization of the state from below upwards, instead of being the starting point and the signal of the revolution, might not prove to be its more or less remote result.”

Consequently, De Paepe argued that “the proletariat of the large towns” would be compelled “to establish a collective dictatorship over the rest of the population… for a sufficiently long period to sweep away whatever obstacles there may be to the emancipation of the working class” (‘We Do Not Fear Anarchy – We Invoke It’, page 211). De Paepe and other Internationalists had adopted a view virtually indistinguishable from that of Marx, a view to which Bakunin was completely opposed (‘We Do Not Fear Anarchy – We Invoke It’, page 130).

Who remained in the International who agreed with Bakunin’s anti-statism, his rejection of participation in bourgeois politics, the creation of autonomous working class organizations that would provide the basis for workers’ self-management, and the use of insurrectionary means, as well as general strikes, to abolish the state and capitalism in order to create a socialist society based on equality and freedom for all? The anarchists. And it is simply untrue that the anarchists in the anti-authoritarian International were all anti-organizationalists who rejected anything other than affinity group forms of organization.

Even Paul Brousse, who argued against having any kind of coordinating centre for the anti-authoritarian International, was still an advocate of the revolutionary commune (incidentally, Bakunin agreed with the view that the anti-authoritarian International should not have a central coordinating agency, because “[s]ooner or later it would be without fail transformed into a sort of government” — ‘We Do Not Fear Anarchy – We Invoke It’, page 205). The majority of the Spanish anarchists continued to advocate a trade union based working class movement committed to achieving “anarchy” in a positive sense, as did many of the Italian anarchists, such as Malatesta, and some of the French anarchists (see Chapters 9 through 11 of ‘We Do Not Fear Anarchy – We Invoke It’).

CrimethInc: From Democracy to Freedom

Last week, I posted a brief section on “community assemblies” from the “Anarchist Current,” the Afterword to Volume Three of my anthology of anarchist writings, Anarchism: A Documentary History of Libertarian Ideas. I raised some concerns regarding proposals for direct democracy that to my mind create structures that are too rigid and will result in a return to political parties and power politics as people coalesce into groups with sometimes conflicting interests (a critique I have more fully developed in my article, “Reinventing Hierarchy: The Political Theory of Social Ecology,”[6] in Anarchist Studies, Volume 12, No. 4 (2004)). Previously, I posted some selections from Malatesta, Luce Fabbri and Murray Bookchin setting forth different views about anarchy and democracy. Coincidentally, CrimethInc. has been running a serious of articles providing an anarchist critique of even directly democratic forms of government. Here, I present some excerpts from the section on democracy and freedom.

Anarchist critiques of democracy

Democracy is the most universal political ideal of our day. George Bush invoked it to justify invading Iraq; Obama congratulated the rebels of Tahrir Square for bringing it to Egypt; Occupy Wall Street claimed to have distilled its pure form. From the Democratic People’s Republic of North Korea to the autonomous region of Rojava, practically every government and popular movement calls itself democratic.

And what’s the cure for the problems with democracy? Everyone agrees: more democracy. Since the turn of the century, we’ve seen a spate of new movements promising to deliver real democracy, in contrast to ostensibly democratic institutions that they describe as exclusive, coercive, and alienating.

Is there a common thread that links all these different kinds of democracy? Which of them is the real one? Can any of them deliver the inclusivity and freedom we associate with the word?

Impelled by our own experiences in directly democratic movements, we’ve returned to these questions. Our conclusion is that the dramatic imbalances in economic and political power that have driven people into the streets from New York City to Sarajevo are not incidental defects in specific democracies, but structural features dating back to the origins of democracy itself; they appear in practically every example of democratic government through the ages. Representative democracy preserved all the bureaucratic apparatus that was originally invented to serve kings; direct democracy tends to recreate it on a smaller scale, even outside the formal structures of the state. Democracy is not the same as self-determination.

To be sure, many good things are regularly described as democratic. This is not an argument against discussions, collectives, assemblies, networks, federations, or working with people you don’t always agree with. The argument, rather, is that when we engage in those practices, if we understand what we are doing as democracy—as a form of participatory government rather than a collective practice of freedom—then sooner or later, we will recreate all the problems associated with less democratic forms of government. This goes for representative democracy and direct democracy alike, and even for consensus process.

Rather than championing democratic procedures as an end in themselves, then, let’s return to the values that drew us to democracy in the first place: egalitarianism, inclusivity, the idea that each person should control her own destiny. If democracy is not the most effective way to actualize these, what is?

As fiercer and fiercer struggles rock today’s democracies, the stakes of this discussion keep getting higher. If we go on trying to replace the prevailing order with a more participatory version of the same thing, we’ll keep ending up right back where we started, and others who share our disillusionment will gravitate towards more authoritarian alternatives. We need a framework that can fulfill the promises democracy has betrayed…

Creating Spaces of Encounter

In place of formal sites of centralized decision-making, we propose a variety of spaces of encounter where people may open themselves to each other’s influence and find others who share their priorities. Encounter means mutual transformation: establishing common points of reference, common concerns. The space of encounter is not a representative body vested with the authority to make decisions for others, nor a governing body employing majority rule or consensus. It is an opportunity for people to experiment with acting in different configurations on a voluntary basis.

The spokescouncil immediately preceding the demonstrations against the 2001 Free Trade Area of the Americas summit in Quebec City was a classic space of encounter. This meeting brought together a wide range of autonomous groups that had converged from around the world to protest the FTAA. Rather than attempting to make binding decisions, the participants introduced the initiatives that their groups had prepared and coordinated for mutual benefit wherever possible.

Much of the decision-making occurred afterwards in informal intergroup discussions. By this means, thousands of people were able to synchronize their actions without need of central leadership, without giving the police much insight into the wide array of plans that were to unfold. Had the spokescouncil employed an organizational model intended to produce unity and centralization, the participants could have spent the entire night fruitlessly arguing about goals, strategy, and which tactics to allow.

Most of the social movements of the past two decades have been hybrid models juxtaposing spaces of encounter with some form of democracy. In Occupy, for example, the encampments served as open-ended spaces of encounter, while the general assemblies were formally intended to function as directly democratic decision-making bodies. Most of those movements achieved their greatest effects because the encounters they facilitated opened up opportunities for autonomous action, not because they centralized group activity through direct democracy.16

Many of the decisions that gave Occupy Oakland a greater impact than other Occupy encampments, including the refusal to negotiate with the city government and the militant reaction to the first eviction, were the result of autonomous initiatives, not consensus process. Meanwhile, some occupiers interpreted consensus process as a sort of decentralized legal framework in which any action undertaken by any participant in the occupation should require the consent of every other participant.

As one participant recalls, “One of the first times the police tried to enter the camp at Occupy Oakland, they were immediately surrounded and shouted at by a group of about twenty people. Some other people weren’t happy about this. The most vocal of these pacifists placed himself in front of those confronting the police, crossed his forearms in the X that symbolizes strong disagreement in the sign language of consensus process, and said ‘You can’t do this! I block you!’ For him, consensus was a tool of horizontal control, giving everyone the right to suppress whichever of others’ actions they found disagreeable.” If we approach the encounter as the driving force of these movements, rather than as a raw material to be shaped through democratic process, it might help us to prioritize what we do best.

Anarchists frustrated by the contradictions of democratic discourse have sometimes withdrawn to organize themselves according to preexisting affinity alone. Yet segregation breeds stagnation and fractiousness. It is better to organize on the basis of our conditions and needs so we come into contact with all the others who share them. Only when we understand ourselves as nodes within dynamic collectivities, rather than discrete entities possessed of static interests, can we make sense of the rapid metamorphoses that people undergo in the course of experiences like the Occupy movement—and the tremendous power of the encounter to transform us if we open ourselves to it.

Toward a Convivial Society

In this installment from the “Anarchist Current,” the Afterword to Volume Three of my anthology of anarchist writings, Anarchism: A Documentary History of Libertarian Ideas, I focus on Ivan Illich and his critique of modern institutions, “disabling” professions, and the commodification of everyday life, and his alternative vision of a convivial society. Illich was friends with Paul Goodman, who helped to inspire Illich to write one of his best known books, Deschooling Society. Like Goodman, Illich has unjustly faded from public view since his death (in 2002). By that time he had already become marginalized, as even “liberal” intellectual forums, like the New York Review of Books, had long since ceased to discuss his work, following a brief intellectual opening in the late 1960s and the 1970s (with Noam Chomsky suffering a similar fate). While Illich never described himself as an anarchist, some of his critics did. I included one of his essays in Volume Two of the Anarchism anthology. Anarchists can still benefit from his critique of modern industrialized society.

Toward a Convivial Society

In the 1970s, Ivan Illich, who was close to Paul Goodman, called for the “inversion of present institutional purposes,” seeking to create a “convivial society,” by which he meant “autonomous and creative intercourse among persons, and intercourse of persons with their environment.” For Illich, as with most anarchists, “individual freedom [is] realized in mutual personal interdependence,” the sort of interdependence which atrophies under the state and capitalism. The problem with present institutions is that they “provide clients with predetermined goods,” making “commodities out of health, education, housing, transportation, and welfare. We need arrangements which permit modern man to engage in the activities of healing and health maintenance, learning and teaching, moving and dwelling.” He argued that desirable institutions are therefore those which “enable people to meet their own needs.”

Where Illich parted company with anarchists was in his endorsement of legal coercion to establish limits to personal consumption. He proposed “to set a legal limit to the tooling of society in such a way that the toolkit necessary to conviviality will be accessible for the autonomous use of a maximum number of people” (Volume Two, Selection 73). For anarchists, one of the problems with coercive legal government is that, in the words of Allan Ritter, the “remoteness of its officials and the permanence and generality of its controls cause it to treat its subjects as abstract strangers. Such treatment is the very opposite of the personal friendly treatment” appropriate to the sort of convivial society that Illich sought to create (Volume Three, Selection 18).

Anarchists would agree with Illich that existing political systems “provide goods with clients rather than people with goods. Individuals are forced to pay for and use things they do not need; they are allowed no effective part in the process of choosing, let alone producing them.” Anarchists would also support “the individual’s right to use only what he [or she] needs, to play an increasing part as an individual in its production,” and the “guarantee” of “an environment so simple and transparent that all [people] most of the time have access to all the things which are useful to care for themselves and for others.” While Illich’s emphasis on “the need for limits of per capita consumption” may appear to run counter to the historic anarchist communist commitment to a society of abundance in which all are free to take what they need, anarchists would agree with Illich that people should be in “control of the means and the mode of production” so that they are “in the service of the people” rather than people being controlled by them “for the purpose of raising output at all cost and then worrying how to distribute it in a fair way” (Volume Two, Selection 73).

Illich proposed that “the first step in a more general program of institutional inversion” would be the “de-schooling of society.” By this he meant the abolition of schools which “enable a teacher to establish classes of subjects and to impute the need for them to classes of people called pupils. The inverse of schools would be opportunity networks which permit individuals to state their present interest and seek a match for it.” Illich therefore went one step beyond the traditional anarchist focus on creating libertarian schools that students are free to attend and in which they choose what to learn (Volume One, Selections 65 & 66), adopting a position similar to Paul Goodman, who argued that children should not be institutionalized within a school system at all (1964).

By replacing the commodity of “education” with “learning,” which is an activity, Illich hoped to move away from “our present world view, in which our needs can be satisfied only by tangible or intangible commodities which we consume” (Volume Two, Selection 73). The “commodification” of social life is a common theme in anarchist writings, from the time when Proudhon denounced capitalism for reducing the worker to “a chattel, a thing” (Volume One, Selection 9), to George Woodcock’s critique of the “tyranny of the clock,” which “turns time from a process of nature into a commodity that can be measured and bought and sold like soap or sultanas” (Volume Two, Selection 69).

Illich criticized those anarchists who “would make their followers believe that the maximum technically possible is not simply the maximum desirable for a few, but that it can also provide everybody with maximum benefits at minimum cost,” describing them as “techno-anarchists” because they “have fallen victim to the illusion that it is possible to socialize the technocratic imperative” (Volume Two, Selection 73). It is not clear to whom Illich was directing these comments, but a few years earlier Richard Kostelanetz had written an article defending what he described as “technoanarchism,” in which he criticized the more common anarchist stance critical toward modern technology (Volume Two, selection 72).

Kostelanetz suggested that “by freeing more people from the necessity of productivity, automation increasingly permits everyone his artistic or craftsmanly pursuits,” a position similar to that of Oscar Wilde (Volume One, Selection 61). Instead of criticizing modern technology, anarchists should recognize that the “real dehumanizer” is “uncaring bureaucracy.” Air pollution can be more effectively dealt with through the development of “less deleterious technologies of energy production, or better technologies of pollutant-removal or the dispersion of urban industry.” Agreeing with Irving Horowitz’s claim that anarchists ignored “the problems of a vast technology,” by trying to find their way back “to a system of production that was satisfactory to the individual producer, rather than feasible for a growing mass society,” Kostelanetz argued that anarchists must now regard technology as “a kind of second nature… regarding it as similarly cordial if not ultimately harmonious, as initial nature” (Volume Two, Selection 72).

In response to Horowitz’s comments, David Watson later wrote that the argument “is posed backwards. Technology has certainly transformed the world, but the question is not whether the anarchist vision of freedom, autonomy, and mutual cooperation is any longer relevant to mass technological civilization. It is more pertinent to ask whether freedom, autonomy, or human cooperation themselves can be possible in such a civilization” (Watson: 165-166). For Murray Bookchin, “the issue of disbanding the factory—indeed, of restoring manufacture in its literal sense as a manual art rather than a muscular ‘megamachine’—has become a priority of enormous social importance,” because “we must arrest more than just the ravaging  and simplification of nature. We must also arrest the ravaging and simplification of the human spirit, of human personality, of human community… and humanity’s own fecundity within the natural world” by creating decentralized ecocommunities “scaled to human dimensions” and “artistically tailored to their natural surroundings” (Volume Two, Selection 74).

Anarchism and Non-Violent Revolution

Non-Violent Revolution

In post-independence India, the Gandhian Sarvodaya movement provided an example of a non-violent movement for social change which aspired to a stateless society. Vinoba Bhave (1895-1982), one of the movement’s spiritual leaders, noted that “sarvodaya does not mean good government or majority rule, it means freedom from government,” with decisions being made at the village level by consensus, for self-government “means ruling you own self,” without “any outside power.”

What seemed wrong to Bhave was not that the Indian people were governed by this or that government, but that “we should allow ourselves to be governed at all, even by a good government” (Volume Two, Selection 32). He looked forward to the creation of a stateless society through the decentralization of political power, production, distribution, defence and education to village communities.

Bhave’s associate, Jayaprakash Narayan (1902-1979), drew the connections between their approach, which emphasized that a “harmonious blending of nature and culture is possible only in comparatively smaller communities,” and Aldous Huxley’s anarchist tinged vision of a future in which each person “has a fair measure of personal independence and personal responsibility within and toward a self-governing group,” in which “work possesses a certain aesthetic value and human significance,” and each person “is related to his natural environment in some organic, rooted and symbiotic way” (Volume Two, Selection 32).

The Sarvodaya movement’s tactics of Gandhian non-violence influenced the growing anarchist and peace movements in Europe and North America (Volume Two, Selection 34), while the Sarvodayans shared the antipathy of many anarchists toward the centralization, bureaucratic organization, technological domination, alienation and estrangement from nature found in modern industrial societies.

Paul Goodman summed up the malaise affecting people in advanced industrial societies during the 1950s in his essay, “A Public Dream of Universal Disaster” (Volume Two, Selection 37), in which he noted that despite technological advances and economic growth, “everywhere people are disappointed. Even so far, then, there is evident reason to smash things, to destroy not this or that part of the system (e.g., the upper class), but the whole system en bloc; for it offers no promise, but only more of the same.”

With people paralyzed by the threat of nuclear annihilation, seeking release from their pent up hostility, frustration, disappointment and anger through acquiescence to “mass suicide, an outcome that solves most problems without personal guilt,” only “adventurous revolutionary social and psychological action” can have any prospect of success (Volume Two, Selection 38).

As Goodman’s contemporary, Julian Beck, put it, we need to “storm the barricades,” whether military, political, social or psychological, for “we want to get rid of all barricades, even our own and any that we might ever setup” (Volume Two, Selection 24). What is necessary, according to Dwight Macdonald, is “to encourage attitudes of disrespect, skepticism [and] ridicule towards the State and all authority” (Volume Two, Selection 13).

This challenge to conventional mores, fear and apathy came to fruition in the 1960s as anarchists staged various actions and “happenings,” often in conjunction with other counter-cultural and dissident political groups, from the Yippies showering the floor of the New York Stock Exchange with dollar bills, causing chaos among the stock traders, to the Provos leaving white bicycles around Amsterdam to combat “automobilism” and to challenge public acceptance of private property (Volume Two, Selection 50).

Macdonald thought that the “totalization of State power today means that only something on a different plane can cope with it, something which fights the State from a vantage point which the State’s weapons can reach only with difficulty,” such as “non-violence, which… confuses [the state’s] human agents, all the more so because it appeals to traitorous elements in their own hearts” (Volume Two, Selection 13). As Richard Gregg described it, non-violent resistance is a kind of “moral ju-jitsu” which causes “the attacker to lose his moral balance” by taking away “the moral support which the usual violent resistance… would render him” (Volume Two, Selection 34).

Anarchism and 20th Century Liberation Movements

20th Century Liberation Struggles

In the post-WW II era, anarchists continued to oppose colonialism and imperial domination but were wary of those who sought to take advantage of national liberation struggles to facilitate their own rise to power, much like the state socialists had tried to harness popular discontent in Europe, and had succeeded in doing in Russia and China.

Drawing on James Burnham’s concept of the managerial revolution (1941), while rejecting his pessimistic and politically conservative conclusions, the anarcho-syndicalist Geoffrey Ostergaard (1926-1990) warned of the “increasingly powerful managerial class” which holds out the prospect of “emancipation but in reality hands over the workers to new masters,” turning trade unions and other popular forms of organization into “more refined instruments for disciplining the workers” after the intellectuals, trade union leaders and party functionaries succeed in riding waves of popular discontent to assume positions of power (Volume Two, Selection 27).

French anarchists associated with the Groupe Anarchiste d’Action Revolutionnaire recognized the “proliferation of nation-states” as “an irreversible historical trend, a backlash against world conquest” by European powers, and that although “national emancipation movements do not strive for a libertarian society,” such a society “is unattainable without them. Only at the end of a widespread process of geographical, egalitarian redistribution of human activities can a federation of peoples supplant the array of states.”

Nevertheless, anarchists could afford “national liberation movements only an eminently critical support,” for the mission of anarchists remains “to undermine the foundations of all… nationalist world-views, as well as every colonial and imperial institution. The bulwark of exploitation and oppression, injustice and misery, hatred and ignorance is still the State whosoever it appears with its retinue—Army, Church, Party—thwarting men and pitting them against one another by means of war, hierarchy and bureaucracy, instead of binding them together through cooperation, solidarity and mutual aid “ (Volume Two, Selection 31).

Mohamed Saïl (1894-1953), an Algerian anarchist who fought with the Durruti Column in Spain, regarded Algerian nationalism as “the bitter fruit of French occupation.” He suggested that “the Algerian people, released from one yoke, will hardly want to saddle itself with another one,” given their strong village ties and historic resistance to central authorities, whether Turk, Arab or French. While things did not work out as he had hoped, his fellow Kabyles have continued the “revolt against authoritarian centralism” for which he praised them (Volume Two, Selection 28; Volume Three, Selection 50).

An anarchist critique of the Cuban Revolution

During the 1950s, Cuban anarchists were directly involved in the struggle to overthrow the U.S. supported Batista dictatorship but at the same time had to fight against Marxist domination of the revolutionary and labour movements. They encouraged the “workers to prepare themselves culturally and professionally not only to better their present working conditions, but also to take over the technical operation and administration of the whole economy in the new libertarian society” (Volume Three, Selection 55).

After Castro seized power, they struggled in vain to maintain an independent labour movement and to prevent the creation of a socialist dictatorship. Outside of Cuba, Castro’s victory divided anarchists, particularly in Latin America, with some arguing that to support the revolution one must support the Castro regime, similar to the arguments that had been made earlier by the “Bolshevik” anarchists in Russia. Others came to doubt the efficacy of armed struggle and violent revolution, such as the anarchists associated with the Comunidad del Sur group in Uruguay, who turned their focus towards building alternative communities (Volumes Two and Three, Selection 60).

When Bernie Sanders began his campaign for president, I recalled that Murray Bookchin had some critical things to say about him when Sanders was mayor of Burlington, Vermont in the 1980s. Fortunately, someone has now posted on the internet Bookchin’s 1986 article on Sander’s record as mayor. Bookchin lived in Burlington, and so witnessed first hand Sander’s peculiar version of “socialism in one city.” Bookchin’s comments on Sanders’ predilection for top down organization and centralized leadership suggests someone well suited for presidential government, while highlighting the limits of Sanders’ so-called “socialism.” I included several selections by Murray Bookchin on social ecology, direct democracy and direct action in Volumes Two and Three of  Anarchism: A Documentary History of Libertarian Ideas. Here I reproduce excerpts from Bookchin’s 1986 article on Sanders in the Socialist Review.

SANDERS’ CLAIM that he has created “open government” in Burlington is premised on a very elastic assumption of what one means by the word “open.“ That Sanders prides himself on being “responsive” to underprivileged people in Burlington who are faced with evictions, lack of heat, wretched housing conditions, and the ills of poverty is not evidence of “openness” — that is, if we assume the term means greater municipal democracy and public participation. What often passes for “open government” in the Sanders cosmos is the mayor’s willingness to hear the complaints and distress signals of his clients and courtiers, not a responsibility to give them any appreciable share in the city’s government. What Sanders dispenses under the name of “open government” is personal paternalism rather than democracy. After six years of Sanders’ paternalism, there is nothing that resembles Berkeley’s elaborate network of grassroots organizations and councils that feed into City Hall.

When it comes to municipal democracy, Sanders is surprisingly tight-fisted and plays his cards very close to his chest. Queried shortly after his 1981 election on a local talk-show, You Can Quote Me, Sanders was pointedly asked if he favored town-meeting government, a very traditional form of citizen assemblies that has deep-seated roots in Vermont townships. Sanders’ response was as pointed as the question. It was an emphatic “No.” After expressing his proclivity for the present aldermanic system, the mayor was to enter into a chronic battle with the “Republicrat” board of aldermen over appointments and requests that were to be stubbornly rejected by the very system of government that had his early sanction.

Sanders’ quarrels with the board of aldermen did not significantly alter his identification of “open government” with personal paternalism. As an accepted fixture in Burlington’s civic politics, he now runs the city with cool self-assurance, surrounded by a small group of a half-dozen or so aides who formulate his best ideas and occasionally receive his most strident verbal abuse. The Mayor’s Council on the Arts is a hand-picked affair, whether by the mayor directly or by completely dedicated devotees; similarly, the Mayor’s Youth Office. It is difficult to tell when Sanders will create another “council” — or, more appropriately, an “office” — except to note that there are peace, environmental, and gay communities, not to speak of unemployed, elderly, welfare, and many similar constituents who have no “Mayor’s” councils in City Hall. Nor is it clear to what extent any of the existing councils authentically represent local organizations and/or tendencies that exist in the subcultures and deprived communities in Burlington.

Sanders is a centralist and his administration, despite its democratic proclivities, tends to look more like a civic oligarchy than a municipal democracy. The Neighborhood Planning Assemblies (NPAs) which were introduced in Burlington’s six wards in the autumn of 1982 and have been widely touted as evidence of “grassroots democracy” were not institutions that originated in Sanders’ head. Their origin is fairly complex and stems from a welter of notions that were floating around Burlington in neighborhood organizations that gathered shortly after Sanders’ 1981 election to develop ideas for wider citizen participation in the city and its affairs. That people in the administration played a role in forming assemblies is indisputably true, but so too did others who have since come to oppose Sanders for positions that have compromised his pledges to the electorate.

Bernard Sanders’ view of government appears in its most sharply etched form in an interview the mayor gave to a fairly sympathetic reporter on the Burlington Free Press in June, 1984. Headlined “Sanders Works to Expand Mayor’s Role,” the story carried a portrait of the mayor in one of his more pensive moods with the quote: “We are absolutely rewriting the role of what city government is supposed to be doing in the state of Vermont.’ The article leaped immediately into the whole thrust of Sanders’ version of city government: “to expand and strengthen the role of the [mayor’s] office in city government:” This process has been marked by an “expanding City Hall staff,” an increased “role in the selection of a new fire chief,” “a similar role in the Police Department,” and “in development issues, such as the proposed downtown hotel.” In response to criticism that Sanders has been “centraliz-ing” power and reducing the checks and balances in city government, his supporters “stress that citizen input, through both the Neighborhood Planning Assemblies and expanded voter output, has been greatly increased.” That the Neighborhood Planning Assemblies have essentially been permitted to languish in an atmosphere of benign neglect and that voter participation in elections hardly equatable to direct participation by the citizenry has left the mayor thoroughly unruffled.

A FAIR CONSIDERATION of the results produced by Sanders’ increased role in city affairs provides a good test of a political strategy that threatens to create institutional forms for a Burlington version of New York’s Mayor Koch. The best case for the mayor appears in the Monthly Review of May, 1984, where a Pollyanna article written by Beth Bates, “a writer and farmer,” celebrates the virtues of Sanders’ efforts as “Socialism on the Local Level” — followed, I might add, by a prudent question mark. Like Sanders’ own claims, the main thrust of the article is that the “socialist” administration is “efficient.” Sanders has shown that “radicals, too, can be fiscal conservatives, even while they are concerned that government does the little things that make life more comfortable” like street repair, volunteer aid to dig paths for the elderly after snowstorms, and save money. The administration brings greater revenues into the city’s coffers by modernizing the budgetary process, principally by investing its money in high-return institutions, opening city contracts to competitive bidding, centralizing purchasing, and slapping fees on a wide range of items like building permits, utility excavations, private fire and police alarms, and the like…

THE ULTIMATE EFFECT Of Sanders’ aging form of “socialism” is to facilitate the ease with which business interests can profit from the city. Beyond the dangers of an increasingly centralized civic machinery, one that must eventually be inherited by a “Republicrat” administration, are the extraordinary privileges Sanders hasprovided to the most predatory enterprises in Burlington — privileges that have been justified by a “socialism” that is committed to “growth,” “planning,” “order,” and a blue-collar “radicalism” that actually yields low-paying jobs and non-union establishments without any regard to the quality of life and environmental well-being of the community at large.

Bernard Sanders could have established an example of a radical municipalism, one rooted in Vermont’s localist tradition of direct democracy, that might have served as a living educational arena for developing an active citizenry and a popular political culture. Whether it was because of a shallow productivist notion of “socialism” oriented around “growth” and “efficiency” or simply personal careerism, the Burlington mayor has been guided by a strategy that sacrifices education to mobilization and democratic principles to pragmatic results. This “managerial radicalism” with its technocratic bias and its corporate concern for expansion is bourgeois to the core — and even brings the authenticity of traditional “socialist” canons into grave question. A recent Burlington Free Press headline which declared: “Sanders Unites with Business on Waterfront” could be taken as a verdict by the local business establishment as a whole that it is not they who have been joining Sanders but Sanders who has joined them. When productivist forms of “socialism” begin to resemble corporate forms of capitalism, it may be well to ask how these inversions occur and whether they are accidental at all. This question is not only one that must concern Sanders and his supporters; it is a matter of grim concern for the American radical community as a whole.
